    Paddoverbod is definitief: Politiek loopt achter de feiten aan

Zowel de teelt als de verkoop van verse paddo’s wordt taboe, voor de gedroogde variant van de hallucinerende paddestoelen was dat al het geval. Minister Klink (Volksgezondheid, CDA) heeft 186 paddestoelen op lijst 2 van de Opiumwet geplaatst en daarmee verboden verklaard. Ook in het wild voorkomende paddestoelen, zoals de vliegenzwam, staan nu op de lijst.

    De Vereniging Landelijk Overleg Smartshops (VLOS) had gehoopt dat de rechter het verbod vandaag zou opschorten. Ze vindt dat minister Klink (Volksgezondheid) onvoldoende heeft aangetoond dat het gebruik van verse paddo’s schadelijk is voor de gezondheid. Ook vreest de VLOS dat er een slecht controleerbare, illegale handel op gang komt. Of alternatieven, zoals champignons met ingespoten LSD, gebruikt gaan worden.

    De aanleiding van het verbod ligt in een aantal incidenten in Amsterdam waar toeristen door een cocktail van drank en meerdere drugs in de problemen raakten. Een depressief Frans meisje sprong in 2007 na het gebruik van drugs van een brug en overleed. Of de Française ook paddestoelen heeft gegeten, is niet onderzocht. Toch was het overlijden van de zeventienjarige de aanleiding voor het paddoverbod. De smartshops reageerden verbijsterd toen het kabinet de wens van de Kamer honoreerde.

    Klink hield vast aan het verbod omdat de effecten van de drug door hun onvoorspelbaarheid gevaar zouden kunnen opleveren. Maar Freek Polak, psychiater en bestuurslid van de Stichting Drugsbeleid, vindt dat geen argument. In een opiniestuk in NRC Handelsblad van 3 april 2007 wees hij op een lijst van twintig roesmiddelen, gerangschikt naar gevaar, in het medische tijdschrift The Lancet. Alcohol is nummer 5, tabak staat 9de op de lijst, terwijl paddo’s niet eens werden genoemd. En ook het Coördinatiepunt Assessment en Monitoring nieuwe drugs van het Rijksinstituut voor Volksgezondheid en Milieu zag in 2000 geen noodzaak (pdf-rapport) voor een totaalverbod.

    Polak wijt het verbod vooral aan onwetendheid bij de wetgevers, waar hij ook het VVD-Kamerlid Fred Teeven (die kennelijk is vergeten dat zijn vroegere voorman Pim Fortuyn duidelijk kon uitleggen waarom hij voorstander was van drugslegalisering) toe rekent. Die zei: “Het zijn gewoon harddrugs. Mensen denken dat ze kunnen vliegen. Dus moeten we dat spul niet meer verkopen.” Maar, werpt Polak tegen, als Teeven zo redeneert, hoe kan hij dan níet een verbod op alcohol en op sigaretten eisen?

    Hans van den Hurk, eigenaar van de keten van smartshops Conscious Dreams, weet best waarom er meer incidenten met paddo’s zijn. Omdat er vorig jaar veel meer toeristen naar Amsterdam kwamen. Drie-dagen-toeristen, noemt hij ze. Vliegen even in, gooien zich vol met drank, en gebruiken dan „als toetje” paddestoelen. Kijk, en dan gaat het mis. „Je moet paddo’s nergens mee combineren.” Dus als er een dronken toerist in de winkel staat, krijgt hij niets mee. Stoned? Ook niet. „We vragen ook altijd of mensen geen medicijnen gebruiken.” Blijft de categorie labiele mensen over. De erge gevallen – „verward, trillen” – pikt zijn personeel er wel uit. „Maar je kan het niet bij iedereen zien.”

    Het Europese Drugsmonitoring Centrum in Lissabon heeft laten zien dat er geen relatie bestaat tussen de mate van repressie in verschillende landen en de niveaus van gebruik, misbruik en verslaving. In Engeland en de Verenigde Staten is de repressie aanzienlijk harder dan in Nederland. Toch scoren die twee landen hoger dan Nederland wat betreft problematisch drugsgebruik. Het belangrijkste argument voor een (hard)drugsverbod is de veronderstelling dat alleen zo de volksgezondheid te beschermen is. Als er iets onderzocht behoort te worden, dan is het of deze basishypothese waarop drugsprohibitie berust, juist is of niet.

    Medicaid Spent $200 Million of Government Tax on Unapproved Drugs

    Taxpayers have shelled out at least $200 million since 2004 for medications that have never been reviewed by the government for safety and effectiveness but are still covered under Medicaid, an Associated Press analysis of federal data has found. Millions of private patients are taking such drugs, as well. Dozens of deaths have been linked to them.

    pillsMedicaid, already hurting from shrinking state budgets, has been ponying up quite a bit for drugs that were never approved by FDA.

    That’s the finding of an investigation by the Associated Press, which found that Medicaid paid nearly $198 million from 2004 to 2007 for more than 100 unapproved drugs.

    The remedies were mostly for common ailments like colds and pain, and they date all the way back to before Congress decided in 1962 that the FDA had to review all new drugs.

    So, why, after so many years, is this still an issue? As the AP explains it, the FDA hasn’t compiled a master list of these medicines. Some companies have argued that their drugs were grandfathered into compliance. And Medicaid officials say the program is allowed to pay for unapproved drugs until the FDA has specifically ordered them off the market.

    Sometimes, the medications do not help patients. In other cases, the FDA says, they have made people sicker, maybe even killed them. For instance, the FDA banned injectable versions of a gout drug called colchicine after receiving 23 reports of deaths, the AP notes.

    “I think this is something we ought to look at very hard, and we ought to fix it,” Medicaid chief Herb Kuhn told the AP. “It raises a whole set of questions, not only in terms of safety, but in the efficiency of the program — to make sure we are getting the right set of services for beneficiaries.”

    Pixlr: Feature-Packed Online Image Editor

    Most online image editors are designed to give people a quick way to crop or resize an image when uploading an image to their blog or Facebook profile. Unfortunately, that means they usually don't have much in the way of features for users looking for more powerful tools. Pixlr is different; the service is fast, free, runs entirely in Flash, and has features like color correction, adjusting brightness & contrast, sharpening images, layering filters and inserting text, that I haven't seen outside of a desktop image editor.

    The beauty of Pixlr is in how richly featured it is for being such a lightweight Web service. While using it, my memory and CPU utilization don't shoot through the roof, and my browsing session doesn't slow to a crawl. Even though Pixlr is entirely Flash-based, it's not terribly resource-intensive. The service can even go full-screen if you'd prefer a more immersive experience.

    You'll recognize the interface as standard among desktop image editing tools; you have your vertical toolbar on the left, and a navigator window and layer window on the right. The fact that Pixlr supports layering is a pleasant surprise, and you can add, trash, merge, and manage layers easily. If you want to add a layer and change its opacity, it's as simple to do in Pixlr as it is in Adobe Photoshop. The same is true for resizing, cropping, or adding filters to images; the way the menus at the top of the screen are laid out are designed to be familiar to Photoshop and GIMP users.

    Pixlr allows you to upload images directly from your system or from a URL, so if the images you'd like to edit are already on the Web, you can grab them, work with them, and save them when you're done. The service allows you to save images as either JPG or PNG images. Unfortunately, you can't save images to the Web or publish them directly to other services, but you can download them when you're finished.

    Pixlr is feature-rich, but it's not designed for advanced photo editors who need tons of features only found in professional photo editing packages. The service is targeted at people who need to edit and re-post their images online, although features significantly more features than is really necessary for that. Pixlr is available in a dozen languages and is free to use--no sign-up or account is required.

    Windows Vista Sidebar For Windows XP

    One of the more visible changes of the Windows Vista operating system was the Windows Vista Sidebar which made it possible to put so called gadgets on the Windows Desktop. Gadgets are small applications that can display all kinds of information such as RSS news feeds, contacts or system information.

    Many Windows Vista users like the Windows Sidebar, others feel that it is to restricted to one part of the screen. Microsoft has already announced that they will change that behavior in Windows 7 so that users can place gadgets wherever they want on the desktop.

    It was only a matter of time until someone would port the Windows Vista Sidebar to Windows XP. Joshoon managed to port the real Windows Sidebar to Windows XP by making use of Alky For Applications. You might remember Alky from the time when Windows Vista came out. That was at the same time when Microsoft announced Vista only applications and Alky was supposed to make them compatible with Windows XP (like the games Shadowrun or Halo 2).

    The pack includes three different applications that are needed to install, display and maintain the Windows Vista Sidebar in Windows XP. First there is Alky For Applications which can simply be installed. Once that is done the Windows Vista Sidebar can be installed and will be operational afterwards. The pack comes with many gadgets and a tool called Gadget Gallery which can be used to add new gadgets to the sidebar.

    Already available gadgets can be added by right-clicking the sidebar and selecting a gadget from the list of installed gadgets. Each gadget can be added by right-clicking it and selecting Add from the context menu.

    Even more interesting than this is the ability to download gadgets from the Windows Vista Gallery site over at Microsoft. It requires some manual work but it’s easily done and works perfectly fine. The gadget needs to be downloaded first. It comes with the .gadget extension but it can easily be unpacked. Use the Gadget Extractor (requires .NET 2.0 Redistibution Package be installed) from the Sidebar Pack. This program moves the gadget after extraction automatically to the Shared Gadgets directory. Then you can find it in the Gadget Gallery for adding to the sidebar.

    One interesting feature is the ability to detach a gadget from the sidebar so that it can be moved freely around on the desktop. The Sidebar requires roughly 20 Megabytes of computer memory when displaying the default three gadgets.

    Prescription Drugs Kill 300 Percent More Americans than Illegal Drugs


    DEANaturalNews - A report by the Florida Medical Examiners Commission has concluded that prescription drugs have outstripped illegal drugs as a cause of death.

    An analysis of 168,900 autopsies conducted in Florida in 2007 found that three times as many people were killed by legal drugs as by cocaine, heroin and all methamphetamines put together. According to state law enforcement officials, this is a sign of a burgeoning prescription drug abuse problem.

    "The abuse has reached epidemic proportions," said Lisa McElhaney, a sergeant in the pharmaceutical drug diversion unit of the Broward County Sheriff's Office. "It's just explosive."

    In 2007, cocaine was responsible for 843 deaths, heroin for 121, methamphetamines for 25 and marijuana for zero, for a total of 989 deaths. In contrast, 2,328 people were killed by opioid painkillers, including Vicodin and Oxycontin, and 743 were killed by drugs containing benzodiazepine, including the depressants Valium and Xanax.

    Alcohol directly caused 466 deaths, but was found in the bodies of 4,179 cadavers in all.

    While the number of dead bodies containing heroin jumped 14 percent from the prior year, to a total of 110, the number of deaths influenced by the painkiller oxycodone increased by 36 percent, to a total of 1,253.

    Across the country, prescription drugs have become an increasingly popular alternative to the more difficult to acquire illegal drugs. Even as illegal drug use among teenagers have fallen, prescription drug abuse has increased. For example, while 4 percent of U.S. 12th graders were using Oxycontin in 2002, by 2005 that number had increased to 5.5 percent.

    Backup and Synchronize Google Docs with Office Documents

    If you said yes to any of the above questions, what you really need is Syncplicity, a file backup and synchronization service on the lines of DropBox or Microsoft Live Mesh but with an additional feature – Syncplicity works with your Google Docs account. Let’s see how:

    1. Create a free account and then install a 2 MB Sync client on the desktop. It’s available for Windows Vista / XP though a Mac version is in the works.
    2. The next step is to configure a "watch folder" on your computer that Syncplicity will use to download and store files from Google Docs. The default is the "My Documents" folder but I prefer create a separate folder called "Google Docs" in the root c: drive.
    3. Next go to your settings page and associate your Google Docs Account with Syncplicity.
    4. Once authenticated, Syncplicity will download all documents (no spreadsheets or presentations) from Google Docs to that c:\Google Docs folder.
    5. The process may take some time depending on the size and number of documents. You can see the detail status of initial synchronization by right clicking the Syncplicity icon in your system tray.

    Once that initial sync process between Google Docs and your local Office document folder is over, you can edit any document locally using Microsoft Office Word or OpenOffice and Syncplicity will automatically upload the updated version of the document on to Google Docs. This is very handy if you need to edit documents offline (like in a plane or a taxi) without requiring a browser with Google Gears. Second, if you create a new document in your Google Docs account, a copy of that document will get downloaded to the local folder so you always have access to the document even without internet.

    Download Music From Last.fm


    Last.fm is one of the largest music websites on the Internet. Users can listen to music on the site, discover related musicians and communicate with other users. The music portal provides access to a feature called Radio which essentially makes it possible to stream music that is related to artists, tags or users.

    This radio feature is being used by Last Sharp, an application that can be used to download music from Last.fm. Last Sharp requires the Microsoft .net framework 2.0 and an operating system that is either Windows 2000, Windows XP or Windows Vista. The application itself can be unpacked and started from any directory on the hard drive without installation. The only other requirement is a Last.fm user account to be able to tune in and download the music.

    The default language of the interface is German but it can be set to English in the options (lower left corner). To change it, click the tab marked Erweiterte Einstellungen. Click the dropdown marked Deutsh and change it to English, then close and restart the program. The user can set the download directory, add a proxy, enable continuous downloads or select to normalize mp3 files with MP3 Gain.

    The heart of the program is the Tune In section which can be used to load a 30 track playlist filtered by tag, similar artists or account specific parameters. All tracks of the playlist are selected by default and can be downloaded by right-clicking in the window and selecting the Download option from the context menu. Tracks that are not wanted can be unchecked. The Remember Downloads setting in the option is handy to prevent that already downloaded tracks are downloaded again.

    It should be noted that the downloads have to be in order. Selecting a download from the middle will prevent downloads of tracks that are listed above it in the playlist. It is however still possible to recreate the playlist which will be populated with songs that can be downloaded.

    One interesting parameter is continuous download. It will automatically pull the next 30 track playlist from Last.fm once the end of the last has been reached. This effectively means unlimited downloads for as long as the application is running.

    Last Sharp is available on a German website. Just scroll down to the section called Aktuelle Version and click on the Download link which leads to Rapidshare where the application can be downloaded.

    Is Cannabis being Doped with Viagra?


    THAT illegal drugs are not always pure is no surprise, but is cannabis being laced with a Viagra-like compound?

    Dries de Kaste and colleagues at the National Institute of Public Health and the Environment in Bilthoven, the Netherlands, analysed a liquid that police found being sold on the streets of Utrecht as a "marijuana adulterant".

    They found compounds called homosildenafil (HS) and thiohomosildenafil (THS) in it, which belong to the same class of compounds as sildenafil, sold as Viagra. All three inhibit the breakdown of an enzyme that dilates blood vessels in the penis, increasing blood flow.

    De Kaste does not know why HS and THS are being added to cannabis, but speculates that it could be to enhance the uptake of its psychoactive constituents, or to exploit a perception that marijuana use affects libido.

    HS and THS were not destroyed when they were "smoked" using a laboratory simulator (Forensic Science International, DOI: 10.1016/j.forsciint.2008.09.002). The health effects of inhaling such "erectogenics" - and the compounds they produce when burned - are unknown.

    Hacking Google: Turning a Search Engine into an MP3 Downloader


    Yes, that's right. You can take everyone's favorite all-purpose search engine and turn it into a web-crawling, MP3 ripping demon for you. The procedure itself isn't as hard as you would think, either.

    First, a little bit of a primer on Google. The Search Engine itself has a bunch of extra bells and whistles beyond "AND", "OR", and "NOT" in defining your search queries. We're not going to go through all of them now (Although that may be a good follow up article soon.), but suffice to say that if you spend enough time using Google, there are other search strings you can use to further narrow down your searches. (Check Advanced Google Searching for more Information.)

    Where <BANDNAME/SONG> is either the name of the band you're searching for music for OR the name of the song you're looking for.
    That's the hack in a nutshell, but if you're interested to see how it works, keep reading. Let's take a few moments to dismantle it and see what is happening in the search query.

    The first flag, -inurl restricts the Google queries without htm, html, and php pages, and has "index of" within the title. "Index Of" is a common flag that distinguishes website repositories; folder views of groupings of files on the internet. In a nutshell the first part of the query narrows down Google search results to pages you wouldn't ordinarily see, but nonetheless are logged and tracked by Google as it parses the net for new content.

    In particular, this search will narrow down these repositores to include only sites with wma and mp3 files related to the BANDNAME or SONG you are searching for.
